Budget 2026 for Trades and Builders: Hire the Apprentice, Finance the Fourplex

By Harsimran Grewal

Budget 2026 backs employers who hire apprentices and proposes insured financing for small multi-unit builds. What trades and builders can use, what's still unclear, and why permits still matter.

Article

Budget 2026 sets a goal of adding up to 100,000 new Red Seal skilled trades workers by 2031 , and says more than 1.4 million people will be needed in the skilled trades by 2033. The support behind that goal runs through two groups: the employers who hire apprentices, and the apprentices themselves. The other big thread for trades is housing: new financing rules for small multi-unit builds, and faster permitting.

This post is written for contractors, trades employers and small-scale builders. It's part of the Chamber's six-part Budget 2026 series, written for different parts of the membership. Everything here is a proposal or a program announcement, and several details haven't been published yet.

If you take on apprentices

The budget lists the Team Canada Strong pieces already underway or set to launch early next year :

Up to $10,000 per hire. A new Build Canada Apprenticeship Service would connect apprentices with small and mid-sized employers. Employers who hire a first-year apprentice in an eligible Red Seal trade could receive up to $10,000. It's set to launch early next year.

A $5,000 completion bonus. Applications open November 16, 2026, for apprentices who earn their Red Seal.

Support during school. An Apprenticeship Training Grant would add $400 a week on top of Employment Insurance while apprentices attend mandatory in-class training. The government also intends to temporarily raise the minimum EI regular benefit for apprentices in full-time training from 14 to 18 weeks .

Paid placements for young people. Team Canada Strong Youth Placements would offer paid, hands-on trades experience, and is expected to reach 100,000 people over five years.

Read "up to" and "early next year" carefully. The budget doesn't spell out which trades qualify, how the money is paid or what you'll have to document. Plan the hire because you need the help, and treat the $10,000 as a bonus once the rules land, not as cash you already have. The school-time supports go to the apprentice, not to you, but they make it easier for someone on your crew to get through their in-class blocks.

If you build small multi-unit housing

The budget gives a plain example. Under current rules, a builder planning a $3 million fourplex wouldn't qualify for insured construction financing, because the value is over the $1.5 million cap and the builder would have to live in one of the units. Budget 2026 proposes to change that for newly built three- and four-unit housing . A builder could get a loan insured for up to 90% of the property's value, with no maximum property value and no requirement to live there. Once it's built, they could keep it and rent all the units with an insured mortgage amortised over up to 30 years, or sell the homes individually.

The same package lets private mortgage insurers cover five- to fifty-unit residential properties, and Finance Canada says these "missing middle" changes take effect February 1, 2027. On the buyer side, the price limit for optional mortgage insurance would rise from $1 million to $1.5 million, with 30-year amortisations , if at least one borrower is a first-time buyer or the home is newly built. And the ban on foreign purchases of existing homes would be extended to January 1, 2029, with new residential properties exempted .

Financing was never the only wall, though. The budget itself notes that municipalities control many of the local rules that determine whether and how quickly housing gets built . The federal response is $100 million over three years, through a partnership with the Federation of Canadian Municipalities, for e-permitting and AI-assisted reviews . The budget points to Edmonton, where automated reviews cut approval times from two weeks to one day. That support is for municipal systems, so how much it helps you depends on whether your city takes part.

Equipment, tools and travel

The Productivity Mega Deduction would let you write off most new equipment acquired on or after September 15, 2026 in the year it's put to use. The budget's construction examples are jackhammers, excavators, bulldozers, mobile cranes, concrete mixers, graders, loaders, backhoes and dump trucks . For modular housing, they include overhead bridge cranes, hoists, laser-cutting equipment, computer-guided routers, welding equipment and assembly-line conveyors . Check before you assume your work truck qualifies: certain passenger vehicles are excluded , and the CRA will decide case by case once legislation is tabled.

Two smaller tax changes for tradespeople would start with the 2027 tax year:

Labour Mobility Deduction. Construction tradespeople and apprentices who temporarily relocate for work can deduct up to $10,000 of eligible lodging, travel and meal costs today, capped at half their employment income from that relocation. The budget proposes an optional flat $1,500 a year instead of tracking actual costs . If your real costs are well above that, keep the receipts.

Apprentice vehicle mechanics. Instead of splitting tool costs across two deductions with an income-based reduction, apprentice mechanics could deduct the full cost of eligible new tools, less the Canada Employment Credit amount .

The budget also commits to recognising key health and safety training for construction workers across provinces , so crews don't have to repeat comparable courses, along with a 30-day service standard for credential recognition and digital credential checks for skilled trades. If you install heating systems, note the National Heat Pump Rebate Program , aimed at up to 820,000 households with approvals within 24 hours, and the renewed program for deep retrofits of commercial, institutional and mid- or high-rise residential buildings.

Key takeaways

If you were already planning to take on a first-year apprentice, the budget should make that hire cheaper once the program opens and its rules are public. If you build small multi-unit housing, raise the February 1, 2027 financing changes with your lender before you price your next project. Buy equipment on your schedule, not the tax calendar's. And claim the flat mobility deduction only if it beats your receipts.

The apprenticeship service and the mortgage changes both have details still to come. Stay in touch with the Chamber, and we'll share them as they're published.
